more detailed control at each intersection

♦ increase/decrease time it takes to cycle light change for each lane/road

♦ manually change the intersection to/from a traffic light /4 way stop/etc.

♦ adjust what lanes go where at an intersection.
ex. ( may have a lane that splits to 2 different one way roads but have them go in opposite directions on a 2 (4) lane street intersection, this would definately help control traffic coming off highways .

I believe there are player-made mods that will accomplish (or closely accomplish) the things you are asking for (item number 1 and 2).
You need to locate them in the Workshop section of the main menu for the game.
One of the popular one's is called Traffic Manager (or Traffic Manager 2), I think. I'm not certain, because I have not downloaded any mods (none yet, but will in the near future), but I remember reading about some of them.
Do your research (Goggle, etc) to find the better mod for your application desires, since there are a number of them to choose from.
