I just upraged from 1.02 to 1.07 (I thought I try that a while before updating further to 1.08)
Playing Portugal I have already noticed that the chance for establishing a level 1 trading post or a level 1 colony is dramatically decreased, even if you cill of the natives. In the old patch, it was a minimum 70% chance to establish a trading post if you cill of the natives.
What I'm really wondering is the penalties I've heard about. Penalties for early colonizing and penalties for having many low level colonies and trading post.
Are the trading post and colonies counted seperately or together?
How big are the two penalties and do they dercrese/increse with the year/ how many trading post and/or colonies you have?
Hope someone can answer me so I might get the chances for succiding a little bit higher.

Percentages are lower as Portugal has a lower national bonus and also the chance of success if you have more than (ADM value +2) colonies drops dramatically.

Check the colonization FAQ: from there:

Changes made in Patch 1.07
- Removed some hardcoded national bonuses on colonisation success.
- Colonial success have now been rebalanced, conquistador bonuses are bigger, early timeperiod gives a penalty, the first attempts gives penalties, the production efficiencies gives bonuses and the number of current colonies gives a penalty. Basically, the ADM value of the monarch affects how many colonies can be maintained at the same time below colonial city status. This is only valid for colonies not attached to the mainland of the nation.
- It is now slighly more expensive to start a new tradingpost.
- Establishing a trading post in a province where the natives have been killed off is now much harder.
- You can no longer place colonies or tradingposts in provinces which you can not trace a discovered and unblocked path too.

Penalty for too many TPs and colonies is only in 1.08 and later (or was it in the betas ? I'm not sure).

Basically, colonies and TPs are counted separately indeed, and TPs count only if they're not at level 3. If you have more TPs than your monarch's ADM skill +2, you get a penalty (-5% per extra TP IIRC : not much for one, but this could rise handily). Same goes for colonies. The penaltly only applies to the category for which you've crossed the limit (so, you can book a number of provinces equal to (2*ADM)+4 before suffering a penalty). The penalty only applies for sending the first colonist/tradeposter in a province : once you get one success, you may freely expand the current TP/colony without penalties.

Also, from the readme, in the changes done up to 1.07 :

I'm not sure why, but your first few colonizing attempts are heavily penalized. It gets better - much better.
What I'm not sure about is how the penalty works. Are you set up to fail the first 5 or 10 times? Does a TP failure satisfy the demigod of colonial failure? (they're certainly cheaper)

No automatic failure, just a decreasing penalty.

IIRC, year of game also has an impact.
