A trading city created by me from my province, which first became a dictatorship and left the league, then became a monarchy. And now this is a country in the deep rear in alliance with my enemies. "Perfectly"

Free-City Goslar into Oligaric-Republic is also a good pick, though it doesn't have the immediate advantage of a ocean & a weak inland starting node in Saxony, but double stacked NI's & economic ideas for construction costs makes universities, manufactories and 80 ducat courthouses very easy to set up for quick supremecy over trade goods or pumping out some high levels of productivity.

Trading cities and Republics are more enjoyable to play now than they were in the past, since specialised mercenaries fill the space of military ideas so you can 100% commit to Administrative & Diplomatic only idea sets like my Economic, Espionage, Humanist & Expansion ideas which i would recommend for a HRE state going tall with this playstyle.

I really wish Trading Cities would be reworked. I'm not sure how exactly, but would be happy if they were more stable--not flipping to government types that made them invalid and not looking to expand beyond the 1 province limit.

The way to fix trade cities is make them a subject that doesn't take a diplomatic slot, like Tributaries but for trade. Now they won't break free or turn against you and they do exactly what they're meant to do, while still having their own diplomacy
