trade zone gaps

Why is there a gap in the sea trade zones around cornwall? There are other sea zones that dont have a trade post in every port but they still show up as a Jerusalem trade zone. I read the wiki but it doesnt seem clear, do all the posts in a sea zone have to be owned by the same family to make it a sea trade zone for that MR, or does that only happen for family trade zones?

Isn't that mapmode constructed by painting all of the family-controlled waters the colour of the Republic? Meaning that if several families share the sea-tile, it doesn't count as being controlled by any one family, and therefore it doesn't get their colour. I.e. this means that it is left uncoloured in the Republic mapmode.
