EU2 should have a diplomatic option called a trade treaty. This would stop any merchants placed in a COT displacing merchants from any country with which you have a trade treaty.
For example... England has a trade treaty with France. England places three merchants in the Paris COT. It already has 6 French merchants, 3 spanish merchants, 2 portugese merchants and a number of single merchants from other countries. The english merchants are calculated as normal except that the French merchants will NEVER be displaced by the english merchants. If they succeed they enter the COT.
A second possible option in a peace treaty would be to force a trade treaty or even to ban a county from trading in a certain COT.
