Actually I don't see why this would lead to unlimited manpower. The only thing I still don't know what side-effects pop. dissent will have. If such a manpower-leasing is penalized high enough I am convinced that I cannot hurt the game balance.

I don't know here a good player can always find a way to get round these barriers. You only need to look at some the wolrdconquest AARs for EUII. These barriers will hurt the AI alot more than it will hurt a good player. Giving the player (yet another) advantge over the AI.

I agree with your observation conerning EUII. We experienced the same in our MP games. Especially the stability hit sístem was not deterrent enough for a human player to choose an absolutely non-historic way to go (first of all war declarations and events).

But I don't see any major problem that this could be corrected in HOI. Some extremely unealistic options should be there but with a really immensely negative side-effect. For example: +1 foreign manpower raises 10-20-30% dissent. Or each manpower unit has to transported by ship to your own port. I am sure that there are many good solutions if the idea is accepted. This feature could add a creative new option to gameplay.

Trading tech seems to me to be fairly essential, but there must be a way to split transferrable knowledge from the effort that has to be applied by the recipient to turn the science into reality. So Germany could give Italy the design of the Panther but it would still take them some months to retool their factories to produce the design. Meanwhile Germany would also need to be teaching them Mobile Warfare 3,4,5 and 6 or the end result would still be an inferior unit because of its inept handling in combat.

The Japanese prototype version of the Me262 they called the 'Kikka'. WiF/AiF had them; the Japs began to get them in '46 and then later on the Shinden (God knows what basis that had in reality).

I know what you mean, but it did fly and fast too, but it had some serious flaws. It would have to rate up their in terms of one of the most advanced aircraft designs of WWII. IMHO it's one of the best looking fighters aircraft of WWII.:D
