It's not exactly a skill test, just a test of if you've ever had to do this before or not. If it's your first time moving capitals, then you suddenly have an economic collapse and no idea why. I figured this out while doing the Put a Ring On It achievement, but the last time I've had to deal with this was back when we had multiple FTL options, so I completely forgot how to do it. I figured it out, but it makes me wonder how many of the noobs in my multiplayer lobby have lost their original capitals then had their economies even further destroyed and had no idea what to do next because I didn't tell them what to do next
