I keep getting energy for money trade requests. Seems like spam. Should I ignore and is there a way to stop pop-ups?

Trade spam can occur if you are short of something (money?) and have a surplus of another.
This tickles the AI to spam you with offers.
If you refuse them repeatedly the AI has to stop because it runs out of diplo points for trade.

If I've got money, I inevitably get spammed with offers to sell me fuel. Never mind that I've got 70,000 units of it already, and am making it far faster than my armed forces can use it, if the daily balance goes negative due to not having 35,000 oil to convert, I get 2-5 offers every day until the balance is positive again. I frequently have 10 icons across the top of the screen and a few more hidden until the 10 start timing out. Sadly, there's no way to turn off trades for a specific commodity, and embargoing 30 different spammers gets to be a problem, especially if some of them are also selling you more useful commodities.
Another pet peeve: it would be a massive time saver if the production queue had a "sort by completion date" option, so you could see what was due to complete next without having to manually rearrange the list every time your Practical values or Production Laws change.
