Trade Question

I'm trying to play a game in 1.02 as Communist China and have run into a problem. I've run out of rubber and my economy has ground to a halt. I decided to trade excess coal for rubber. I offered up 40 coal for 10 rubber on the world market and nothing happens. I check the ledger, and my 40 coal is being traded, but I'm getting nothing in return! Can someone explain this?

You might be consuming it, what is your IC?

The ledger states you're sending coal, but not recieving rubber huh? Is the trade in red (in the world trade screen, is the line highlighted in red)?

Go to the resource summary screen and give us the values to what's going on.

I've done all of the above. The trade is white, not outlined in red, so obviously it's a viable trade. My IC is 1/15, and when I trade the ledger clearly shows that my coal is being traded but there is no gain marked in the rubber column. I thought it was perhaps because I was at war with Nationalist China and since Red China is landlocked and surrounded by the Nationalists, there was no way for trade to get in... but after the Sian event where the Nationalists and Reds ally, the trade ends up the same... I lost coal and get nothing in return. Is this some sort of bug?
