As odd as this sounds, you can't force your CNs to transfer their trade power to you. This, on top of the low tariff rewards and the lack of a tax income, means overall returns from CNs are just low. I'd recommend changing this. Colonial nations had immense control over the trade and production of their Empires, and actively screwed over citizens of the colonies because of this.
