Hi, finally bought the republic expansion but I can't figure out how the trade post casus belli mechanichs work: sometimes I can claim a city if I have a trade post in a province, sometimes not. Does it have anything to do with the "victim" rank? If they are dukes or kings usually I can declare on them, if they are counts I can't... usually, but not always! I took some cities from counts before... Also is religion involved on this?
Thanks!

You have to DoW top liege. So if a count is under Byzantine Emperor you have to war the latter.
