A new kind of relation between countries that doesn't count against the Diplomatic Relations cap. Both countries increase their commerce between each other and get extra income from it, the income varies from three variables: 1) Both countries trade efficiency, 2) both countries mercantilism levels and the number, and 3) cost of non-shared goods between each other.

If both countries have nothing but the same type of goods they get nothing from the partnerships: so two countries with nothing but Grain and Wine won't go for it; but if one of them has Copper and the other Iron, they're in for business. The more goods of different types the more profitable the relation. Both countries need to have at least one good type the other doesn't. If country A has three good types B doesn't have and B has two good types A doesn't have, then A will get more from the partnership....unless B's goods cost more, what really matters is the combined value of those good types.

Trade efficiency improves the income, individually applying their own, maybe? Your Mercantilism however, damages your partner's income.

Trade partnership gives a yearly diplomatic relations boost and doesn't prevent war between both countries. War between them will, however, insta-break the partnership. Get your Mercantilism too high and your partner might break the partnership, or even worse, they might get a trade dispute CB.
