But even editing all the "unknown" resources back to their old defaults doesn't work, somehow. Theres an hardcoded bit or something getting in the way...

Of course it's not a perfect system (re: tobacco in manhattan), but it's not like the original settlers set out knowing that this or that place would be great for this and that good. Much less realising (with some exceptions) whether a given resource would be found in abundance there.
