I'm playing as Tunis, and I've declared a Trade Dispute war against Spain. I'm trying to judge how much longer the war will last before I can take their trade power (which should be half cost due to the casus belli). However, as I'm trying to create the mock peace offer, I realized that Transfer Trade Power is not presented as a peace option, despite being the entire purpose of the casus belli. The same is true of Portugal and France, but not Savoy and Venice, whom I can ask to Transfer Trade Power at full cost (as they are not co-belligerents).
The first screenshot shows the casus belli, and how it affects potential options for peace. The second through fourth screenshot show the available peace options with Spain on the last tab of the peace screen. Note the first of these show Give up claims with Morocco as the final option, the next screenshot begins with that same option, and the last one show the remaining options as well as options from the previous screenshot. You'll also notice there is no option to Transfer Trade Power. The last two screenshots show that I am able to acquire trade power from both Savoy and Venice.
