So as I am sure you are all aware trade and piracy are somewhat lacking in Stellaris. When Europeans discovered the Americas both these took off in a big way, it really should be the same as empires start exploring the galaxy. This is a rough outline of something I think could improve the early/mid game.

First, we need to new leader types traders and privateers. When you first hire one of these you also need to pay an upfront mineral/energy cost to commission their first fleet. When you hire a trader they will automatically create a trade route with a known inhabited planet. In doing this the trader make x energy/minerals a month and you get a cut. Over time a trader will use their personal wealth to create extra fleets or improve existing ones, as they create new fleets they create new trade routes. You should be able to specify which nations they can can't trade with too.

On the opposite side of this we have privateers. Once you hire a privateer they will automatically go looking for trouble, things like attacking traders, raiding mining stations and at higher techs raiding newly founded colonies. As with traders privateers would make x minerals/energy per raid and you get a cut. Also like traders they would use their ill-gotten gains to improve their fleet and create new fleets, and again you could specify/ban targets. However, if a privateer gets too greedy or finds your policies too restrictive, then there is a chance they go full pirate!

A privateer gone rogue would immediately find an uninhabited system and establish a pirate base. At this point they would act much like privateers except they get to keep all their money and go after anyone. A pirate wouldn't be removed until their base is destroyed and would keep spawning fleets until you do so.

Some extra bits to add. When a trader/privateer dies their fleet would remain but you would need to assign a new leader. There should be techs that improve the efficiency of both types and certain ethics and traits should give a boost to one or the other e.g. individualist getting a trader bonus. They should also promote interaction with other empires, for example you should be able to sign more lucrative trade agreements for your traders if they have been active in another empire for a while and you should be able ask if you can assign military escorts to your traders that would be capable of going into another empire territory to give them better protection. It would also be pretty neat if you could coordinate your privateers with one empire against another through diplomacy. Finally if an empire destroys and scans enough of your privateers this should give them something like a trade war CB against you and seriously damage relations.

If you got this far great, feel free to add anything you like and hopefully one day Paradox will make trade and piracy great again!

This is a good idea, i feel we should ahve some type of trade routes like in eu4, but im not sure the game is gonna support it. That said you could have trade form inside your empire and with neighboring empires with a trade deal (materialist really want this or they get unhappyness?). I like your idea of putting a leader in there, a pirate could be a new admiral type and trader a new governor. You could make these cost extra energy creates or something and create trade companies or pirates kinda like you create new sectors. Pay some initial money and influence to form one, then they go do their thing. Pirates could have an area they hunt in, like say your neighbors land. You could have events causing the pirates to attack your ships too or declare independence. Alot of good stuff could come from these.

Wow, reading this I realized what a gaping hole in gameplay there was without trade. I'm sure that is planned DLC fodder, much like Civ5 did with the Gods and Kings expansion when they realized removing trade was a poor decision.
