The HUGEST part I love about city sim games is Trade, Commerce, Mining, Building products to sell, etc. This is where the real fun is and the real money is made in the game. Trade and commerce give your city a purpose. Trade goods between cities, etc. Build computers, electronics, ship oil out to the world, what have you.
This is a huge fun part of Cities Skyline that is missing. It's why I got bored real fast. Trade and Commerce are parts of sim building that keep us more intellectual types glued to the game. You can only build and look at a pretty city with no purpose for so long. ; )
