A trade agreement would be a diplomatic action available between two nations on good terms. This agreement would boost their trade power (maybe by 10% or whatever is determined to be balanced) in trade nodes that the two countries already control a majority of the trade power in. It wouldn't apply to nodes that one of the two countries control less than 10-20% (depending on balance) of the trade power. This could also cause trade disputes CBs with third party countries that control significant portions of power in that node or have that node as their main trading port.
