I find it unlikely they'll let us build them ourselves, but why wouldn't they sell them to us? I think the Japanese are less interested in military hegemony than they are in getting back to their old economic powerhouse days.
Really the same arguement could be made for the Isrealis or French or any other nation producing advanced military equipment and exporting it, but for a lot of countries this is a good way to advance both their economy and their standing in the world (it helps to be known for top-flight weapons). Though obviously you'd not sell the "bleeding edge" tech (the US ain't selling stealth to nobody).
I think in 10 or 20 years Eutopia could become an arms supplier to the world (though we'd need some control so we don't wind up fighting our own tech), as ENDTECH can produce world-class gear given time and money (which might be better spent buying the tank or helicopter, however). In the meantime we'll have to buy from somebody. Preferably the rights to build it domestically but if not then imports will have to do.
As for anti-terrorism laws, I'm not familiar with Eutopias laws, but AFAIK there haven't been many, if any, acts commited by Arab Muslims in Eutopia, so if people are harassing/profiling local arabs then I'd say that smells fishie. Our terrorists have been political, either Communist (Most Enlightened Order of the Revolution), Right-wing (National Eutopian Republican Army) or anarchist anti-government & anti-americans (Children of the Revolution), just plain crazy (Origami Lion Bomber) or even within the Armed Forces (Hartwell and Smith). I can personally attest that there were no Arabs at CORE's last stand, though there were quite a few Muslims most were on our side. So if people are harassing muslim Eutopians then I say lets get the police involved and get to the bottom of it.
We do have anti-terror laws, which we need because we've had a terrorist problem, but ethnic/religous profiling doesn't help anything. But our terrorism laws aren't as draconian as Britains or the US's Patriot Act, IMHO
What Eutopia needs is a lobby group or organization dedicated to watchdoging infringements on the constitutional rights of ALL citizens, including religious and ethnic minorities. I wouldn't want to lead such an organization but I'd support it, does anyone want to run with that idea?
If such a group was founded, sir, I think you should take your case to them and see if you have any legal recourse, or even if you can challenge the laws Constitutionality in court. They might be able to raise money for the effort.
