Per Leary, you're putting words into people's mouths. Nobody is saying that criminals are either innocent or downtrodden victims. We shouldnt treat criminals as the enemy because it would only make it more difficult for us to rehabiliate them which is the ideal objective of prisons. Even if somebody is a mugger or thief, they can still be made productive members of society.

What if an enraged home owner continues to beat the intruder even after being incapacitated? Under the bill that we are discussing, the home owner would not even be questioned. This is would be a grave injustice against all people in Eutopia.

Objective of prisons is to seperate the criminals, the threats of the society from it. But this bill isn't about that it is about the basic rights of the people to defend themselfs and I fully support it.

No thief of any intelligence will go into a home without at least a knife, since all it would take is a home owner or a teenager grabbing a kitchen knife to overpower an unarmed thief. Second, despite the lefts beliefs, most criminals are not simply people who society cast down and doesn't care for. I am fairly confident that the police would back me up in saying that most thieves are people who simply believe crime is an easier way to earn money then work. And by trying to say I have a lack of confidence in the police, you just prove how uninformed and nieve you are. Do you honestly believe ANY person would serve as the AG if he didn't have full confidence in the police? And while I never mentioned organized crime, you have completely ignored what I said about retired police officers, one of many class of citizens who would be fully capable of knowing when to shoot first and ask questions later.
Mr. Asre, surely as the AG you would see that the crime statistics do not back up that assertion. I would hope that you would urge the provinces to pass legislation upping prison time for criminals who bring weapons in the commission of a robbery and use that as a deterant.

"Per Philipe, this bill is not about the right to defend yourself. It's about the right to shoot trespassers on sight. Have you even read it? The clue is in the title. It's the Property Defence Rights Act, and it's a mandate for vigilantism, extra-judicial execution and crowded trauma wards.

I have this to say to the Eutopian people. If you're worried about your safety, I urge you to find your local MGA. Tell him you want the crime rates cut further and tell him the way to do that is to get people working for a decent wage, not by making the neighbourhood resound to the sound of gunfire."

"Mr. Berenguerr, there is a flaw in your logic. The bill specifically states that force may only be used when an individual or his property is threatened. If use of force to respond to being threatened is not self-defense, I don't know what is. The government is not under no obligation to protect individuals who have broken the social contract if protecting them is at the cost of law-abiding citizens' properties, families or very lives.

"This is not about vigilantism. This is about dark moments where the government cannot react in time, and all you have to defend yourself is a piece of paper saying that what the criminal is doing is wrong. Would you rather have a dead child and her murderer living out the rest of his life safely prison, or a dead murderer and the child living out a free, unhindered full life? The choice is a no brainer."

A Press Conference in the Diamond Office Press Room is held

I thank the esteemed members of the Press for coming here today.

These past few months have been a tough time for citizens of both Tilapia and Eutopia. The confilct in New Bengal has solved little, and has only costed lives for people of every creed.

The Cease-Fire is a start, and that is why the Eutopian Government is hosting a Conference in London, UK, about matters of mutual concern to all those on the Island of Eutopia. I am inviting Queen Francesca and the Tilapian Government, as well as a Seperatist Delegation. I shall be attending this myself, hopefully along with the Amnesty International Worker, Reverend Woodrow Park.

Does anyone have any questions?

Why host it in London, not here? Do you know how much money the Queen and her hangers on will spend at a hotel?

A reporter in a pricey suit, along with a camera crew, walks up to Gonzov:

“Mr. President, this is Oakleaf Evening News reporter John Cohen here. Will you also be discussing anything related to CAFTA? Is this issue all you are addressing?”

The People's Messenger would like to ask the following questions:

"What issues does the president plan to make a stance on and what compromises is he willing to make with the Tilapians and New Bengalis?"

"Why London and what part does the British government have in the discussions if any?"

"What about the Spanish, will they be at the discussions as well?"

A message arrives
If any representatives from either the Tilapian Government or the Separatists attend, then I would plan to attend. Considering that I am currently in London, the venue is convenient for me. I expect that the well known British security will make the representatives of both the Tilapian Government and the Separatists feel safer in attending. Given the other duties of the Tilapian government, I expect that they might prefer to commence by sending an ambassador or other representative, who could confer as needed with the governement, rather than bring the Queen and all the Consulari to London before it is clear some agreement has a reasonable chance of being worked out. If sufficient progress is made, then perhaps some higher level of participation could ensue. This is a complex problem, that will probably take some while to resolve, should things go well.

"Establishing whether or not someone was threatened is going to be difficult when if so they'll have already shot and killed the 'threat.' It is anyway unclear who decides whether someone is threatened. This bill is deliberately designed to prevent the police intervening.

Indeed, the regulation allowing escaping thieves to be shot, aside from being the essence of anti-humanism, also demonstrates Per Zhokhyen's distaste for the police. He doesn't like government, he doesn't like letting those who are qualified do their jobs, he doesn't like paying their wages.

The argument that this bill is necessary for the defence of homes doesn't ring true. You will not be jailed for shooting in self-defence. This bill aims to go far beyond it. It aims at the elimination of the police from this area and the fostering of the Eutopian small arms industry."

"If there was no threat, Mr. Berenguerr, than the person who did the kiling goes to jail. Our police already investigate this sort of thing. I think it is you who have no faith in our police -- because your objections to this bill seem to be simply that its limitations are unenforcable. They are very enforcable. Those who kill when they should not will be prosecuted as usual. Those who commited the only logical course of action when their self, family or property is threatened are rightfully protected under the law.

"It isn't a prevention of police intervention. It is a prevention of unnecessary losses to criminals. Also, based on your lack of response, Mr. Berenguerr, I have to assume that you would indeed prefer a dead 5-year old girl and a murderer in prison than a dead would-be-murderer and a 5-year old girl who has a full, free life in front of her. How can you possibly accuse me of anti-humanism with a straight face?"

I must say that you per Berenguerr always amaze me with your increadible concern for the criminals and lack of it when it comes to the actual victims. IF people are threatned or there property is threatned they should have the right to react and protect it.

The murderer is still a person. That's why you're anti-humanist. Me, I'd prefer neither dead. I'd prefer that where we didn't oblige criminals to go round armed and ready to shoot at the first opportunity if they want to feel safe. You shouldn't frighten a desperate man, they won't react well.

Nevertheless, I'm not inclined to reply to baseless slanders any longer. If you feel like taking out your anger on something non-sentient, I can recommend a few nice places for clay pigeon shooting. They don't slowly bleed to death from a gutshot.
