Hi,

I am out of generals. I am playing as rome, vae victus, 2.31, no mods. I have a full list of people under characters, but I cannot get them to command armies. I need to fight carthage. I do not know what else to do.

Please help :(

I just got this game, planing of doing some tweaking on it to my liking, as for the generals if you are playing historically there is a high probability that you are screwed but if your not then the chances are not as bad as the previous scenario. All I can advice you is that you send your into not so complicated battles to avoid disaster or try suing for peace if this is not an option.

In Rome, someone must have completed the cursus honorarum in order to be eligible as a legate (general). What you need is a bloke who has been either censor, consul, or praetor.
Now with the simple and quick way. Remember the name of the guy you want to hire and wait until he is 25. Make him pontifex maximus, dismiss him after a year (beware though, he expects to hold this office for life, so he will lose loyalty), then make him censor, dismiss after one year and voilà! you have your legate!
Another way is to make him praetor, but the minimum age is 35.

Again, do not forget to bribe here, since firing him from his jobs will make him lose loyalty, and you do not want a high-skilled general with poor loyalty.

Sometimes, you will only have very crappy blokes in your character pool, it usually means that the next generation of good generals is still playing with toy-swords.

If you have an army with more than 5ish troops and no general, the senate will assign somebody to be the general of that army. That person will not necessarily be somebody qualified or loyal but you will get another general.

If you are a Republic they have to have served as Praetor, Pro-Praetor, etc. (long list of possible previous positions that you can see if you hover your cursor over the General assignment bar). I got into the habit of keeping tabs on my young men in my character list, and whenever they get 35 (old enough to serve as Praetor) assign them to that job for a term, no matter how bad their Charisma is.

Even not qualified is a compliment, when you see some of the candidates the Senate appoints. Some of those guys couldn't even lead boyscouts, not to mention an army. General whose martial skill is 0 or 1 is really something you wouldn't wish to see when your country is under attack, because he will butcher your precious armies even when he faces smaller enemy armies. I have lost few wars thanks to completely useless generals who can't be used to anything besides retreating.

Usually I try to make sure that after the start I won't end up to that situation again, but I can appoint my own generals.

From the start of each game, you need to ensure you rotate all the government positions as soon as you can without too large a loyalty hit (remember that Pontifex Maximus is always a loyalty hit, as it is considered a job for life, but you can rotate them every year without too much trouble). Your empire management will suffer a little, as the best man won't be in the job, but it helps keeps more of your characters happy, you can boost some of their stats by achieving their goals, and you generate more possible legates as the old guys get cycled out from the top level positions.

Break all your armies up into smaller chunks, so you have lots of 5-6k armies, none of which should have leaders except just before you send them to fight, to encourage the senate to appoint a legate to one of these armies. Sometimes I even send them into barbarian lands (especially if the barb power is fairly low) with no leader, in the hope this makes the senate acting more likely, although you can lose some manpower/popularity if these armies get beaten up and forced to retreat by a high martial barbarian leader spawning on them.
