World war? Probably. War in general? No.

If you put historical focus on and play as Germany what you could do is never amass world tension yourself whilst making sure other warmongers (primarily Italy and Japan) don't achieve massive decisive wins. But also make sure China doesn't full annex Japan, so don't support the Chinese too much. As long as world tension stays really low big players like the USA will stay asleep and as long as Japan and Italy don't accrue massive world tension by going on a murder spree across the globe the AI nations of Britain and France should not start guarantee spamming everybody. Since neither Japan or Italy can hope to beat those by themselves I think a player controlled Germany can keep the peace. This will be incredibly boring to do in a war game of course, but probably possible nonetheless

Dunno. in HOI3 USSR would invade Poland causing the allies to DOW on them. Yermany could be neutral but i find the USSR was quite manageable with French and British support.

As Germany, disband most of your land forces, all of your capital ships and submarines, and disband your air force. Do not re-enter the Rhineland. Disband the Axis faction, improve ties with Britain and France, and eventually join the Allies.

Try to work towards a democratic coup, and re-instate the Weimar Republic.
