Check and make sure they haven't occupied a province elsewhere.

Balls, that's it. Navarra sneak sieged Nice and transferred occupation. We good.

The tooltip should have said that not all their provinces are occupied yet though.

Check and make sure they haven't occupied a province elsewhere.

Since they are the war leader, any of their allies will likely have transferred occupations over to them so it could be in weird spots.

Indeed! We should start a tooltip improvement suggestion thread. Right now there are so many of these potentially helpful comments about better tooltips scattered all over the forum.
