ToT question

I just got the Treaty of Torrence Event.
I thought great now I can get the evil English trade post in NA. (I am Playing Spanish GC 1.04)
I was not able to enter my troops into the provence, What gives?
Are TP's exempt from ToT?

Yes the English are Catholic, But now The even eviler French have taken the provence in a peace negotation with the English.
I will have to check the shield thing, as my game is not loaded right now.
