Tooltip Enlightenment Requirement is a lie

Tooltip for enlightenment institution spawn is a lie, friend of mine spawned it in MP game with 4/2/2 monarch while I had one with 6 points in admin while there where also other AI nations with 6 in some category. He had a higher concentration of universities, apparently that is the only thing that matters.

Congrats Paradox, your game is just as deceitful as you are and cannot be trusted on it's own tooltips as you can be on your word.

Also... FIX STUFF FIRST BEFORE RELEASE NEW CONTENT..... and freaking test it properly too.....

PS. Thanks for wasting 2 hours of my lives time Prestige farming to disinherit for a 6 ruler, only to have it mean nothing because you can't even get your goddamn game to work according to it's own tooltips. But sure Paradox, i'm going to fork over 20 more bucks for your DLC's when the content from the ones I own from a year back are still bugged..... Also pretty sure that selling a product while you know it's broken without showing any intent on fixing it, like this clearly is while having shown no interest in addressing it, is against the law. Should report you sleazebags to the EU commission for Consumer Rights.
