I bought Cities in Motion and could never get good framerate despite having 512 MB of VRAM on my Macbook Pro. I finally found a program called gfxCardStatus which allows you to switch between your integrated graphics card (which only has 256 mb or RAM) and the dedicated graphics card which has 512. Once I did that my FPS went from like 5-10 fps to 30 fps.

Just unzip and put it your applications folder. Then run and choose "Switch GPUs" (from the menu in the upper right hand corner).
For me the better one was NVIDIA GeForce 9600M GT.
