I was playing a game with Rev. France and I captured Belgium,Luxemburg and Briesgau. I destroyed millions of their soldiers and they were unable to defeat me. All they could do is to wait for a miracle that will somehow make them beat me. But they could only accept a white peace! Why? Can't they admit their defeat?

I must also note that I didn't attacked their mainland because my main army was busy fighting in Prussia.

Attack their mainland then.

The AI is extremely mule-headed unless their mainland is threatened. Much like England refusing to accept anything other than a white peace when you've taken all their land that isn't in the British Isles.

would you concede defeat if none of your provinces are under siege and the majority of the troops of your enemy are engaged elsewhere?

The saddest thing is they often easily comprise among themselves for a quick peace but never to a player! You really have to wipe out their armies and occupy most of their provinces until they are willing to admit the defeat, but after that their opportunistic neighbors would seek the chance to gain advantages and declare war upon them.... utilmately leading to partition and total collapse of a once magnificient nation.

Generally, it seems that the AI starts offering/accepting peace offers pretty much at the point when you have either taken their capital or destroyed their last serious army. In some situations that's a serious problem, but I don't see much wrong with what you described. If you aren't a real threat to their homeland, why would they cave in?

However, it's true that often the AI would be smarter to just give you that one province you're really after instead of fighting and losing until you realize that a 100 % warscore is just a matter of waiting for sieges. This, of course, eventually leads to implosion and circling vultures that could be avoided if the AI would sign before having their troops annihilated.

I don't know why but the AI is very unpredictable in these matter, especially when it concerns overseas provinces. I remember that in my last game as India, being a westernised Asian, I was in a very convenient position to dominate Africa. Unfortunately, Castille had already occupied 7 very rich provinces in Eastern Africa (just below Swahili, I think). I attacked and captured all the 7 provinces and had to wipe out a few Castillian, English and Portuguese navies and armies. I didn't even once cross the coast of south Africa. And yet, Castille easily acceded to my request for ceding all the 7 provinces. I did the same to Portugal later. Twice.

The AI is less stubborn about colonial provinces, to make colonial wars possible.

It still doesn't make the American War of Independence possible. There seems to be no way to get the concessions historically made at the Treaty of Paris without invading England, even if England no longer controls a single North American province and has -3 stability and 10 WE.

The USAnians were colonial rebels.
These dont need any concessions, they just declare independence and then a white peace will do after they got their defected provinces.

After the initial break, this works. However, while playing that scenario, I gained a core in Ohio. I declared war, wiped out all of Britain's armies and occupied every single province in America, and they still would not hand over simply Ohio or even accept a white peace.

I started to build a fleet to invade Britain before I gave up on the scenario because it just seemed silly.
