At least for OPMs it should be very significant. For the last 4 games I've played, even with no meddling inside of the HRE, Ansbach, Lüneburg, and Nassau have been elected emperor while still OPMs with under 10 development. That should not be able to happen.

Yeah, they started as one, however they were significantly more influential when they were elected Emperor for the first time. Plus, you're comparing pre and post Golden Bull HRE, which is a totally different ballgame.

When France is on the border to the west, and the Ottomans encroaching from the southeast, everyone always thinks of Ansbach as the great protector of the Empire, right?

Agreed, if there's nobody big enough IN the empire, I'd prefer they find someone big outside it to these useless little states inside, or at least, let the smaller hre states get some decent allies once they're the emperor.

Francis I of France presented himself to be elected emperor. So I think that any country that is neighbour of the HRE can pretent to be emperor.

I do kinda agree, but maybe -100/-250 would be enugh so if a OPM is very diplomatic they would still have a chance.

I think that people aren't noting my biggest concern, it's not necessarily that they're opms, but under 10 development. I think that's far more significant. They aren't even big enough to become free cities.
