yes, I actually just posted this in the bug section. The problem is that they are tourist trains that only have 1-3 people on board. So when the tourists line up for a train, the game is sending the trains out to fast and not letting them fill up. Thus more trains.

There are way too many trains indeed, but you can solve it by splitting the junctions apart. If you have your junctions close together then trains can totally clog up the system. Just move the junctions as far apart as possible and you'll probably see far less jams.
