I have build a rail network joining my outlying districts to the capital. The only problem I am having is that I am being swamped by passenger trains and they are not mine. So much so that their can be a queue of about six trains waiting on a track to get in to one station. I have coloured my train lines Blue and the majority seems to be spawned by the outside world...is this a bug
