Tons of conditional military accesses after Cradle of Civilization

I'm playing as Spain and fighting in India & Africa at the same time (2 seperated battles). Take a look these conditional military accesses in these pictures:

I'm not even mentioning about my vassal that is giving conditional military acccess to my rival. There was no such things before the last dlc, this is absolutely nonsense.

Edit: nvm, mixing the icons. But yea, you will get loads more conditional access when the AI is asking for access to anyone there is a small chance they can want to walk in to. It's what people have been asking for.

I'm assuming Austria is the emperor of the HRE. If that's the case, the picture you posted makes sense since the emperor automatically gets access through all HRE countries when at war.
No, i'm the Emperor. Alright, it makes sense for HRE part but still you see Muscovy, Commonwealth, Venice, The Papal States etc. They aren't part of the HRE. Remember i'm fighting in India. Also French Brazil is in Brazil lol..

No, i'm the Emperor.
That explains it. Since you're the emperor, YOU get access through all HRE countries while at war. Then, all countries at war with you get conditional access through the HRE countries since you have access. If one side of a conflict gets access through a country, the other side gets access as well.

The other nations like Muscovy, Commonwealth, Venice, Pope, etc. are most likely explainable by either you or some other country in the war having a normal military access treaty with those countries. If it's not your nation, I would check any allies you have in the war.

The AI is really good about getting military access. I'm fairly certain it has a cheat that makes it so access deals don't cost a diplo relations slot.

I'm not talking about a bug related with diplomatic relation cost. What's the point of getting a military access from Muscovy while you can go through Mamluks->Tunis->Spain or Ottomans->HRE->Spain ? I and my vassal have no province there.

Your pictures aren't really showing much of the reason for it, as we can't see who you are, who you are at war with, which countries you border and which countries are between you and your war target. With the 1.23 change which makes the AI a lot more eager to ask for military access it makes sense that you will get a lot more conditional military access while at war.

If you don't like it, and all the other silly stuff the AI is doing, you can always go back to 1.22 (I did, but not due to the military access itself).

I don't have that save anymore, i'm gonna wait for that to happen next time. Ok then what about vassals ? They offer military access here and there making our strategic advantage on the map worthless. I've seen my vassal offering military access to my rivals. (it was 1 vs 1 and both of those countries were my rivals)
