Tolerance tech is essentially useless, and contributes to the unrealistic promotion of cultural and religious homogeneity that pervades the game. Few players have any vassals not of their culture, nevermind religion, except for RP purposes or for a challenge. And outside warfare, there's little reason to interact with any ruler of any other religion (or any ruler, for that matter, but that's another can of worms). So as it is, tolerance tech is just a tool to make demanding conversion a little easier.
What it doesn't touch on and should, is provinces. The different culture/religion revolt risk modifier in your provinces doesn't change based on tolerance tech. Ergo, the revolt risk for culture/religion should be higher by default, but should become incrementally lower as your tolerance tech increases. But won't that mean it's just easier to convert province culture/religion, without the risk of revolt? No, it won't, because tolerance tech should also slow culture/religion conversion events. It should also make the AI gradually less likely to revoke/demand conversion for other culture/religion vassals.
I understand this still leaves the problem of the AI trying to educate vassals' children into "the proper culture/religion". It should be impossible to demand conversion or offer to educate your vassals' children when you're on autonomous vassals crown authority, and the AI should be less likely to allow you to educate their children if you have have a different culture/religion, but this should decrease with tolerance tech. Instead, your vassals' children should be more likely to get a sympathy trait for your religion than convert to your religion, or become zealous (see Vlad the Impaler's upbringing at Edirne), depending on their opinion of you. As for culture, I'm not sure, perhaps the children could learn to speak your language instead, without converting to your culture (could be represented by character modifiers or traits). Things like this could possibly help the Italians survive Frankish/German rule, for example.
