When does this happen? When installing, when playing ? at what point in the process?

It is also strange since there is only one Resolution in the game, that is 1024x786.
Have you installed any user mods? or edited any files?

That is a Gateway monitor and the stats for it claim 1,280 × 1,024 maximum resolution.

Do you see, the centre just below the screen of that picture of the monitor.
You should be able to flip that panel down to access the keys jpd was talking about.
You can then adjust the picture to the proper size when you set your window res to 1024x768.
