Tokyo 2 (Lost Decade) - Field Day Issue

What's the trick to this mission? I have the school covered and the blank area where the other yellow mark is (in fact it is covered by a metro station and more of the area is covered by a monorail station) so they should be able to get there (albeit via 2 seperate lines) yet it has still been saying pending for months. Does it require a direct line there or some other hidden condition not stated in the dialogue?
