Toggle for allowing CN's to keep gold rather than sending treasure fleets

I would suggest considering adding a toggle to allow the player to opt to have their colonial nations NOT send gold treasure fleets, but rather let the colonial nation keep the ducats themselves.

I find that often, it is easy to become the dominant colonial power, and end up with, what seems like 2-3 treasure fleets every year, and having to spend an onerous proportion of admin power just to buy down the inflation this causes. Allowing the colonial nation to keep the ducats would also help them field larger armies/do more development etc.

I actually think this is a very good idea. Let them keep the gold, but if you´re at a costly war, demand them to send their gold to you. Maybe allowing them to keep the gold could give decrease their liberty desire
