Well, even in a world where the USSR surrenders, Germany's still going to be beaten to the bomb by the allies, and unless the UK itself is taken all of Germany is in range of nuclear strikes.
How exactly?
1. With the Soviet Union beaten, the German industry could be transferred outside the reach of the Allied bombers. Further more production would be shifted towards air defence.
2. You are aware that WW2 atomic bombs weren't exactly powerful nor plenty, are you? The 2 nukes in Japan caused way less devastation than a few months of conventional bombing raids. You can compare the stats. Japan also didn't surrender due to the nukes, but rather the combination of all factors with the Soviet war entry being the primary reason.
3. How exactly would Germany have been beaten? Would Hitler have surrendered to a strat bombing campaign???
