Occupation Strategies
The first topic to be discussed at the meeting was Japan's occupation strategies.The recent shift in how Japan governs its occupied territories is set to continue and in many cases expanded.With Japan's manpower resources stretched to their limit it is imperative that
"all people of the Imperial Empire contribute to the great victory".It is hoped that by granting more power and freedom to the people of the occupied nations,in return,more will be willing to serve Japan.It is also hoped that this new political strategy will reduce partisan activity and free up more Japanese troops from anti-rebel operations.
Following the defeat of the British in India Japan quickly set about forging and strengthening relationships with pro-Japanese officials and Indian army officers in the hope that many thousands of Indian nationals can be persuaded to fight for Japan
Tojo's two-fold strategy
Tojo's general strategy is two-fold,defensive on mainland Asia and offensive in the Pacific.It is clear that Japan does not yet have the capability to go on the offensive against the Soviet Union and indeed Tojo is hoping that the Russians refrain from openly declaring war against the Japanese until at least the summer of 1947.But while the threat exists and grows it is vital that Japan protects its empire from invasion from the north.
Mainland Asia
The construction of a huge series of defensive fortifications(what Tojo calls
"the Great Wall of Asia")has already begun.The first series of fortifications have recently been completed on the north Korean peninsula and in north-east China.Once completed it is hoped that Japan will have strong defensive positions stretching from Korea in the east to Persia in the west.This is essentially a fall-back position should a major Russian offensive materialise.

Communist China and Manchukuo
Should Russia declare war Japanese forces are ready to quickly defeat Communist China.In addition,if a large-scale Soviet offensive begins Japanese forces would withdraw from Manchukuo to the prepared defensive positions in Korea and north-east China.

New troops for the Imperial Army
It is obvious that Japan cannot put together an army as big as the Soviet's.Likewise,Japan cannot hope to achieve victory against Russia with tanks.Instead the focus of Japans military production for mainland Asia will be highly-trained mountain troops and a large increase in infantry anti-tank capabilities.Much of the terrain in northern Asia is unsuitable for the Russian armored divisions whereas large numbers of mountain troops and infantry strong in anti-tank weaponry could pose a serious threat to the Red Army.

There will be limited production of new tanks.With recent advances in tank technology it is hoped that several new tank divisions can be completed which could be used to back up Japanese infantry in any future Japanese-Russian conflict.
Indian Ocean
Tojo has pressed for invasion plans of the British islands of the Maldives and Diego Garcia to be drawn up.The capture of these islands would reduce the threat to Japanese shipping in the Indian Ocean.
Strategy in the Pacific
The key to Japanese victory in the Pacific is the maintenance and indeed the expansion of naval power.By controlling the seas Allied offensives will be severely inhibited and the likelihood of Japanese offensives achieving positive outcomes will be greatly increased.To this end,Japan is currently constructing new aircraft carriers and battleships,the first of which should be completed and ready within the next few months.

Submarines
While Japan's submarines have yet to have any real significant influence in the Pacific war,new technological advances have persuaded Tojo to agree to authorising the production of new submarines.
Invasion Plans
Tojo announced to his ministers that in due course Japan would control
"every single rock in the Pacific'.Plans are currently being drawn up to invade Celebes and the islands west of New Guinea and the Marianas Islands.If successful then invasions of the Caroline Islands and the Marshall Islands will be carried out.Discussions are still proceeding regarding New Guinea.
