The Pskov's emblem always was an ounce (it was on the Pskov State Seal and on silver coins of 1424). But there is one document of 1666 where the animal on the Pskov's emblem was called "a lynx".

About the cloud and hand in the Pskov arms:

For the first time this hand ("blessing hand", hand of God) appeared in 1672, in so called "Titulyarnik". This is a book, full name of which "Big monarch book, or Root of Russian czars". This book was made by the order of czar Alexei Mikhailovich, and it contains the portrets of all Russian czars, prince and patriarchies (chiefs of the Orthodox Church), from Ryurik to Alexei Mikhailovich. Also it contains 33 heraldic images - emblems of territories mentioned in the title of Russian czar. The best Russian artists took part in the creating of this book.
