To start war

Does the code to start war work?
I tried below but doesn't work.

charevent={ war = someone } #commented "decleare war on someone"
charevent={ someone = { war = ROOT }} #commented"someone decleare war on ROOT"
charevent={ someone = { war = yes }}
charevent={ ROOT = { someone ={ war yes}}}

Tooltip of "Decleare war on" was showed and no war, so it seems hard code bug.

I tried "c_province, k_clanleader_id, random_independent_neighbor,From(in happend event)" as someone.
and alos, Someone = {war = another_one}
