to small amount of money

I bought the dlc tokyo, and the city is huge. I want to set up a big metro service to support the other ways, but I've just enough money for doing 1/8 of the map :o Is there a bug, cheat or another solution for this?

Don't jump right away to cover the entire city. Start in one area, and expand slowly.
I never start with metro. I create a monorail line and "feed" it with buses. Then I expand slowly when I can afford it. When my company is solid, I take a loan and build metro.
