A few weeks ago, on last Steam sale I wanted to gift EU IV to someone, only to find out that [almost] no DLC bundles can be gifted and so I'm expected to gift every single DLC I want to gift individually. Not only it's more expensive that way, but it's also a small chore to both pick and activate them all...
Firstly, I know the technicality - I can't gift them because they are "personalized" bundles, and non of those can be gifted. My question is why they are designed this way?
Secondly, after careful checking, I found one bundle that I can gift. It's Common Sense Collection (Common Sense DLC + Common Sense DLC Content Pack). I don't know what makes it so unique...
And lastly, my actual question to Devs - with next Steam sale starting in about a week, maybe you can change some more bundles to behave like Common Sense Collection, and thus become giftable? That would be nice...
