To declare war or not

Currently in a game as Japan. Its March 4th 1941 and the USA has just DoW Germany. My first plan was to keep building up IC until 1943 and then attack the USA and Allies. However, I did not expect the USA to declare war on Germany so soon.

I have a round of IC finishing in 2 months that will put me at about 200 IC. Havn't built much of anything just infantry and a few carriers. Have 117 infantry divisions. Besides that I built 9 lvl 4 carriers (not sure if it will matter but they have lvl 6 CAGs. I was able to get Massive Strike researched as well.

So my question is it best to declare war on the USA or wait? Right now I'm leaning towards declaring war and making a dash for their east coast.

The USA will probably increase their strength faster than you do... I would attack as soon as you feel ready.

I usually attack the Allies (not USA) in 1940 and attempt to annex Netherlands, Austrailia and New Zealand as quickly as possible before the USA enters the war.

You may have to fight Canada as well if you invade the east coast, who can create a lot of Divisions of inf. But they are normally on the east coast
