I only want to explain why there has to a special German Version:
In Germany there is criminal offense called "use of signs of unconstitutional organisations" (§86a StgB) which makes it illegal to use Symbols of Organisations which are seen as unconstitutional like nearly all Organisations of Fascist Germany and the two forbidden Parties KPD and SRP
there are 3 exceptions for this law:
1. if its clear that the symbol is used to express your dislike of the symbol and the organisations which it represents: for example a crossed out swastika is legal
2. for educational and scientific purposes: so you can use for example historical footage which shows the swastika for documentary films about the third reich
3. In art: you are mostly free to use it in arts,except when it seems that you support the sign and the things it represents
Unfortunately Computer Games do not count as Art and because of that it would be an serious offense, punishible with 3 years of Prison, if Paradox would include it in the german version
Second, there is the Bundesprüfstelle für Jugendgefährdende Medien (Federal Department for Media Harmful to Young Persons) which has the right to put a Game on one of different lists:A and B would mean that they are just counted as harmful to the youth which would make it very difficult to sell them (you have to verificate that you are at least 18 to buy them and so on..) or could put them on a special list for games which use "Signs of unconstitutional organizations" (which would be true for HoI IV) and a court could order the confiscation of all copies of this game in Germany...
but : there is a growing numbers of politicians and judges who want that computer games count as Art, so maybe paradox can include the unconstitutional symbols in Hearts of Iron V
EDIT: and for those who cry "CENSORSHIP!": i think its good that not everybody can use those symbols freely,because of the things for which the Swastika represents....
