Yeah, most of the titular titles can't be created. Most of them are simply there to give historical characters their correct title at a start date they're in (eg. Titular Duke of Cumberland).

The problem is that most of them don't have creation parameters, and of those that do, most have been updated to read "always = no" which is an unfulfillable parameter - meaning the title can never be created.

We used to be able to create them, yeah? I've read in plenty of places that we could create the titles as long as we met the parameters. Now we can't?
We used to be able to create some of them, now we can only create two or three of them. Off the top of my head, kingdom of cyprus, latin empire and dutchy slovakia(i think it's this one). There may be more that can be created normally by the player but I can't think of any.

There have always been titular titles that can't be created in-game. There still are titular titles that can be created in-game, but not all titular titles can be created in-game.

They used to be creatable, like Naples...in my de Forez Burgundy game the Komnenos ended up creating Trinacria as the AI it was rather interesting since they started blobbing a bit lol. I think they may have done away with them since Naples used to be simple to form.

I had the AI form the Kingdom ofNubia, which said titular. But that one im not sure of since the fatimids had dominated the area for a long time, possibly drifting the duchies into Kingdom of Egypt

Alright, well, what do I need to do to create the Kingdom of Trinacria? - if I have to tweak a file.. what exactly do I need to do to make the kingdom able to be created? Specifically, Trinacria.

It was creatable under these conditions in the previous versions of the game. You have to control Palermo and be christian or a heretic. And of course, you need to hold at least 2 ducal titles, as with any kingdom

Generally speaking, you need to uncomment the line starting with »capital«, or create a new one; I'm not sure whether the »allow« block is mandatory, but »allow = { always = yes }« can be used anyway if you want no restrictions. The requirements of having two duchies, as well as the gold/piety stuff, are hardcoded, if I remember correctly (though there might be something in defines.lua or static_modifiers.txt).

The 2-duchy restriction is indeed in the defines.lua (REQ_DUCHIES_FOR_KINGDOM_CREATION = 2), and two lines beneath it is TITULAR_TITLE_CREATION_COST_MULT = 2, meaning that you need twice as much gold and piety to create a titular kingdom (or a duchy or an empire)
