Titular kingdom of Navarra?

In 1337 there's a titular kingdom of Navarra. What's up with titular kingdoms? What's their rationale?

Yes that's what titular is. But I'm wondering how they came to be in the game.

you mean why the Navarran kingdom crown in 1337 is in game? it still existed in theory then, but not in practice would be the close answer(kinda how the Sovereign Order of Malta, ie. the direct descendant of the Hospitaliers, is recognized as a sovereign body, despite having no actual land anymore).

There's also the Latin Empire, not sure if it can be formed / form on it's own naturally in the game.
