Titular Kingdoms as Secondary titles do not have a law section available. They cannot set a Crown Authority law. Why then are factions allowed to form to lower the Crown Authority of that said title?

Suggestion: Disable Lower Crown Authority Faction forming for any Title that does not have Crown Authority available.
