Is those in? Especially when only playing with the 3 Empires, Persia/Byz/HRE, can you create your own titular empire if you have 2-3 kingdom titles, and a large realm, with the vassal feature, if you cannot create kingdom level vassals, you will be severly restricted in growing size.

Enter Charlemagne.

You can create them via the 'Form new Empire' decision (which you'll only see if you're a king). If you completely control kingdoms, you will gain them de jure too. [NOTE: This may not be true if those kingdoms have no de jure empire.]

We held off on adding cultural titular empire titles due to the all-around superiority of dynamic title creation in Charlemagne.

The custom Kingdom/Empire decisions definitely have a check for CM DLC, including EMF/PB's version.

Whoops. Yeah, it does. Sorry about that. I should've re-checked the decision. It does suck that said feature is DLC-only. It's a core part of the game now. Paradox's DLC policy restricts me from simply removing the has_dlc = "Charlemagne" check in the form_new_kingdom and form_new_empire decisions' potential clauses in decisions/realm_decisions.txt. I imagine that instructing folks on how to remove the restriction is also borderline, but there's that. [You really ought to buy the DLC if you can find a way to afford it.]

While EMF/HIP (sans CPR) doesn't strictly require _any_ DLC to be enjoyed, we'll definitely not be adding cultural titular empire titles to the game as a result of Charlemagne's far, far superior dynamic kingdom/empire title creation that copies origin CoAs and has a customizable name in-game (not to mention the part where the title can be de jure wherever you completely control duchy/kingdom titles where the normal de jure kingdom/empire has no holder). Similarly, we don't have any system to simulate retinues with event troops (since 2.2 has added the ability to charge maintenance for event troops and other scriptable stuff related to them, we theoretically could), as you can just purchase Legacy of Rome to get something much better.
