Titles can be created list has disappeared forever.

I don't know if I disabled it by accident once or something but I have reset notifiers to default and gone through every list looking for it but it isn't listed. I need to form an empire but it is ck2plus and they got rid of the normal thread that tells you all the empires so I can't even look up which one it is.
