I am play as ERE on 1000 start and I notice this law. "Title law" which the description tell me that it prevent my vassal from creating king-title even when they have enough duke title.

So I also want to create another level of this law, which also prevent the creation of duke title by my count vassal.

However, when I look at the file that contain this laws, it didn't show any script that force/disable my vassal ability to do so. So I believe that maybe it's in the ai section where before the ai will create those title, they check if the laws allow them instead of outright disable them.

My question is where can I found the file that control this laws so I can make a copy and change from king-level to duke level for my own modification.

You don't need that. Vassals under imperial government can only create titular duchy titles.

But for academic purpose, here's how.
