Realistically, it's possible (in theory anyways) that the Titan could just be hotcode, that is like the Contingency Core upgrade, which occurred when Wiz was spam clicking the upgrade to starbase option over and over, that is it was added into the ship designer not for players, but so that the balancing team could more easily edit it, or that it had been in the game all along but simply wasn't available to players without them using cheats/mods to unlock access. It IS hotcode after all. Or that it's simply an ease-of-access thing for scripts. (upgrade starbase to state 7, which is not available to players, and is the only state available to X fallen Empire, crisis, etc. ; rather than them having to create an entirely new object from the ground up to work).
As for whether or not it will be a spam-able size 32 battleship, that seems unlikely. Remember, Fallen Empires usually have what, 1-2 of these? I've personally never seen more than a few of them at a time in the entire Galaxy.
They'll likely be an extremely rare technology for the base game, perhaps added as an Ascension Perk (or reward from one of the Civics trees), or may still be a super-rare technology for everyone who owns all the DLC.
They said there are now 5 tiers of technology, gameplay is a bit slower now than it was before (with more strategic elements involved), so if we're going to be seeing Titans, I'd expect them to either be locked as 'only after the third ascension perk has been selected', or as T5 rare technology.
But, they've rather poignantly avoided the question, on Stream especially, so it's more likely that it IS going to be added. Otherwise, just like when they came across the random Contingency Core hotcode glitch, they'd have denoted it as not being included, and a result of a buggy gamestate.
