Glad to see I could spark off a mini argument haha Anyway back on topic if I may... I maybe should have mentioned that I'm playing Divine Wind 5.2, but I can still culture shift and become Germany with 5.2 right?

Yes, culture shifting and the like weren't changed. I think the cores you will get for forming Germany got changed for 5.2 though (no more Switzerland or Croatia cores).

Move your capital to a province of another culture and enact the Culture Shift decision. I think you need to be Saxon or Prussian to form Germany, but im not sure of that. Im sure however that Austrians cant form Germany.

you need to be Saxon or Prussian (or Pomeranian) in order to form Prussia, but all Germans other than Austrian/Dutch can form Germany

Playing as a Germanic nation gives you lots of choice. You have the North Germanics, with Sweden being on of the strongest. The central Germanics, with Austria and Bavria being two of the strongest choices. FInally the west Germanics, with England being the strongest, followed by Holland (if you excuse the Burgundian mission to conquer Holland)

Thanks all, I've got it now ;) So here is my update, let me know if I'm right on track.

So here I have expanded slightly in my original home land, and also acquired some dutch land.

I am also the Emperor, so far a second time round I believe in succession, with Saxony as a vassal.

Here are my royal marriages. As you can see I have a PU with Burgundy and Bohemia. Now I have a question about PUs. sometimes the game will tell me that on my monarchs death I will inherit Burgundy for example, but then a few years later it says that the PU will just continue, and it keeps jumping between them seemingly randomly. Can someone explain what decides whether I will inherit or not?

And finally my budget. I honestly do not know how best to put the sliders for Austria, how have I done so far?

So there is my current game, so far going well (I think). I have one question though. If I understand culture shifting correctly, I need to move my capital to a province with a MAJORITY culture in my empire, so since I'm planning on forming Germany, should I refrain from taking too much land outside of the German culture group I need for Germany? I mean the GH came knocking a few years back and as you can probably tell from my first image, Hungary was nearly destroyed by them, but were finally beaten back by them and Bohemia, but I didn't take a single piece of land from the GH, should I have taken some?

to culture shift you Need to take enough provinces of the desired culture to make it the MOST represented culture in your empire. If you have, for example, 7 provinces with austrian culture and want to Switch to saxon, you Need 8 saxon provinces and make one of it your capital. So it could be a wise move to reduce your number of austrian provinces once you got some saxon ones... by releasing Tyrol and Styria as vassals, for an example.

inheriting a PU will happen randomly when you have positive Prestige and Relations with the Junior Partner. it also helps when you have low infamy. other than that, there is nothing you can do. It will always be random, but sooner or later you will inherit.

Culture shifting really only requires that you're shifting to your plurality culture. It's enough for Saxon to be your single largest culture, even if it doesn't make up half your empire, in order to switch to it. Empire looks pretty good from here. How are you doing core-wise, did you annex or inherit Bavaria?

Well core-wise I annexed Bavaria so I believe I've only got Krain as a core other than my starting ones of course. But without going into my game I cant be totally accurate, but I think I only saw the pop up for Krain core-ing. Thanks for clearing up the PU and culture queries I had. This is the first game where I've really bothered to use the PU system and it's the first game where I have paid attention to cultures.

I'm curious how you handle infamy with so many unlawful provinces after you annexed bavaria?

.25 HRE bonus
.30 6 star diplomat

means you need a 5 star diplomacy ruler and or cardinals/support Florentine school etc. to have negative infamy (albeit a slow decrease) with 4 unlawful provinces. You can find a similar path to handle the prestige aspect of it as well (gilded iconography+patron of arts for example). Looking at the map he didn't get all 4 Bavarian provs though so he probably has less. In general I aim to have 2-3 unlawful provinces at most when playing in the HRE because my luck with rulers is horrible but 4 is a manageable number, 5 with a stud diplomat ruler.
